STEP objectives
The Strategic Technologies for Europe platform (STEP) is designed to strengthen the EU’s ability to create and ramp up strategic technologies, making it more competitive globally.
STEP delivers on recommendations from the Draghi report. It supports sectors like AI, cybersecurity and clean energy, to boost innovation and economic growth by:
STEP aims to ensure that the EU leads in the sectors of the future – like digital, bio and green tech – while reducing dependence on other countries and regions.
STEP focus
The STEP initiative focuses on accelerating projects in the development and manufacturing phases across 4 pivotal sectors:

The infographic shows four key sectors targeted by the Strategic Technologies for Europe Platform (STEP) and gives indicative examples of technologies in each sector.
- Digital and deep innovation technologies: includes artificial intelligence, quantum technologies, and advanced connectivity.
- Clean and resource-efficient technologies: covers carbon capture and storage technologies, and heat pumps.
- Biotechnologies: encompasses molecular biotechnology, pharmaceuticals, and crop biotechnology.
- Defence technologies: all defence technologies, not only dual-use.
On the left, the sectors are listed in a boxed layout, while on the right, examples are shown with yellow arrows pointing from each sector to its examples. At the bottom, two labels explain the acronyms:
- NZIA – Net-Zero Industry Act, linked to clean and resource-efficient technologies
- CRMA – Critical Raw Materials Act, linked to all four sectors
This graphic highlights STEP’s focus on strategic sectors essential for Europe’s competitiveness and resilience, aligning with EU legislation and sustainability goals.
