Targeted beneficiaries
STEP supports the following broad categories of European organisations who are active in critical technologies:
Special categories also contribute to the financing to STEP objectives and can award STEP Seals if they provide funding support through STEP programmes (Horizon Europe, Digital Europe, etc.).
- ‘Important projects of common European interest’ may also receive support under STEP, if they have a funding gap or uncovered eligible costs.

The infographic explains how financial investment and technology risk evolve across the innovation lifecycle, highlighting where the STEP intervention field (TRL - technology readiness level - from 4 to 9) applies. The horizontal axis shows technology risk, decreasing from left (Research) to right (Market maturity). The vertical axis represents financial investment.
5 stages are illustrated:
- Research – High technology risk, mainly funded by government and private sector.
- Prototype – Supported by incubators and angel investors; marked by the pre-commercialisation gap.
- Product development – Venture capital plays a key role in bridging funding needs.
- Commercialisation – Scaling gap appears; requires significant investment to reach market.
- Market maturity – Lower risk, financed by banks, capital markets and public procurement.
The graphic uses wave-like curves to show how investment sources shift over time. It emphasizes 2 critical gaps:
- Pre-commercialisation gap between prototype and product development.
- Scaling gap between commercialisation and market maturity.
At indicated by a yellow bar at the bottom, these are the STEP intervention fields, covering TRL 4–9, where EU funding and advisory services help project promoters overcome these gaps.
